Cambodia appears to have given the Chinese navy extended and exclusive access to its naval base in Ream despite official claims that they only arrived for training purposes, a U.S. think tank said.

Radio Free Asia first reported on the arrival of two Chinese corvettes last December, the first foreign warships allowed to dock at the new Chinese-built pier at Ream, Sihanoukville province.

The ships left the pier on January 15, 2024, only to return several days later, said the Asia Maritime Transparency Initiative (AMTI) at the Center for Strategic and International Studies (CSIS) in Washington D.C. in a new report.

AMTI analyzed commercial satellite imagery that shows the Chinese vessels “have now maintained a consistent presence for over four months.”

China’s government has turned the country’s tech companies like Huawei and ZTE into its “proxies” and uses their dominant market share in developing countries around the Indo-Pacific region to export its authoritarian model of the internet, according to a new report.

In countries such as Cambodia, Malaysia, Nepal and Thailand, the dominance of the Chinese companies in building digital infrastructure has meant Beijing’s controlled version of the internet is expanding, leading to a fragmentation with the West’s open web, it says.

The report is titled The Digital Silk Road: China and the Rise of Digital Repression in the Indo-Pacific and was released Wednesday by Article 19, a London-based internet-freedom advocacy organization.

The group says the cut-price internet infrastructure being offered by companies beholden to the Chinese Communist Party “has benefited” countries that otherwise would be stuck with outdated infrastructure. 

But that assistance comes with a catch, it says.

Kry Masphal landed at Phnom Penh airport late last month to a hero’s welcome. His wife and children, as well as his colleagues and superiors from the Ministry of Agriculture, Forests and Fisheries, or MAFF, thrust a bouquet of flowers in his hand and garlands around his neck. 

For most of the previous 18 months, the former director of Cambodia’s Department of Wildlife and Biodiversity had been held under house arrest in the U.S., allowed out for just 45 minutes each day to stroll in a nearby park. 

Last month, he was finally tried in Miami, where his indictment had been issued. Accused by U.S. federal prosecutors there of helping to run a research monkey smuggling operation, the senior official faced 25 years imprisonment if found guilty. 

Instead, after a 10-day trial and two days of jury deliberation, Kry was acquitted of all charges. 

His acquittal, announced MAFF, “affirms that Cambodian officials have consistently upheld laws, regulations and international conventions,” on protecting endangered wildlife. In their statement, they added that “the allegations against Cambodia regarding the long-tailed macaque trade had no evidence and relied on unfounded assertions.”

Authorities in Cambodia and Laos have reported an uptick in traffic-related deaths during this week’s New Years festivities, a period that typically sees an increase in traffic fatalities.

Officials in both countries have pointed to an increase in drunk driving during the holiday season, which falls on April 13-16 this year, as the primary cause.

In Cambodia, at least 21 people died in traffic accidents during the first two days of the Khmer New Year’s celebrations. At least 58 other people were injured.

Last year’s New Year weekend celebrations in Cambodia saw at least 18 traffic-related fatalities.

Bo Pov, the head of a Phnom Penh-based humanitarian group, attributes the uptick in deaths to the government’s failure to educate people in traffic laws. He also said that local police do not adequately enforce laws against driving under the influence.

“The government’s failure to prevent traffic accidents has caused innocent people to die,” he told RFA.

Cambodia has deported 130 Chinese nationals suspected of fraud-related activities and illegal online gambling at several sites in Sihanoukville, a seaside resort that has become a hotbed of criminal activity.

The deportations on Saturday followed a raid in early March that resulted in 300 suspects being detained, the China Daily reported. 

Law enforcement authorities in Cambodia and China have increased their cooperation in recent years to address the increase in online scams being run out of Sihanoukville, which over the last decade has become a city of Chinese casinos under the influence of Chinese tycoons.

In March, Beijing announced a new baseline demarcating China’s territorial sea – deemed by experts as “excessive” – in the northern part of the gulf. Chinese officials said the baseline was made “in accordance” with domestic and international laws.

Two Vietnamese government sources familiar with the matter told RFA that “relevant offices” in Hanoi are working on a new baseline for the Gulf of Tonkin, called Vinh Bac Bo in Vietnamese. They did not provide further details.

Before China’s announcement on March 1, 2024, neither country registered any baselines – used to measure the extent of the territorial sea and other maritime zones - in the gulf called Beibu in Chinese.

It’s been more than a year since Yem Srey Pin moved with her family from the village where she was born on Cambodia’s Angkor UNESCO World Heritage site to Run Ta Ek, a dusty new settlement about 25 kilometers (15 miles) away.

Hers is one of about 5,000 families relocated from the sprawling archaeological site, one of Southeast Asia’s top tourist draws, by Cambodian authorities in an ongoing program that Amnesty International has condemned as a “gross violation of international human rights law.” Another 5,000 families are still due to be moved.

The allegations have drawn strong expressions of concern from UNESCO and a spirited rebuttal from Cambodian authorities, who say they’re doing nothing more than protecting the heritage land from illegal squatters.

New Delhi: Devyani Khobragade, the Indian Foreign Service (IFS) officer who was at the centre of a diplomatic row between New Delhi and Washington D.C. little over a decade ago, surfaced on social media in a photoshoot for the Cambodian New Year Saturday.

Khobragade, the current Indian ambassador to Cambodia, wished the people of the country in a unique way — a photoshoot dressed as a ‘Khmer Apsara’ according to posts by the Indian embassy on the social media platform X.

“Ambassador Devyani Khobragade has a deep admiration for Khmer culture and tradition. Embracing the spirit of Khmer New Year, she elegantly dressed as a Khmer Apsara, embodying the rich bond of our civilizations. Wishing all our Cambodian friends a joyous Khmer New Year celebration,” said the Indian embassy in Cambodia.

Khobragade, a doctor by education, joined the IFS in 1999 and has served in Berlin, New York, Islamabad and Rome. Her tenure in New York saw arrested on charges of visa fraud and one count of making false statements by the US attorney for the Southern District of New York (SDNY) on 12 December 2013.

PHNOM PENH: Cambodia will push forward with controversial plans to build a US$1.7 billion canal, linking its capital Phnom Penh to the sea, Prime Minister Hun Manet said on Thursday (Apr 11).

The Funan Techo canal is the latest Chinese-backed infrastructure project in Cambodia, which received billions in investments as one of Beijing's closest regional allies under former leader Hun Sen.

The planned canal has raised concerns from academics in neighbouring Vietnam that it could facilitate travel by Chinese warships near the Vietnamese coastline.

Hun Manet dismissed those concerns during a speech in Takeo province, where the proposed 180km waterway would cut through, ending in the coastal province of Kep.

"The canal is a historic project that will provide benefits to our people," he said.

Cambodian officials say the construction of the canal will begin later this year with Chinese funding, although details remain sparse.

The governments of Vietnam and the United States are calling for greater transparency over a $1.7-billion canal project that is being built by a Chinese state-owned firm in southern Cambodia.

The 180-kilometer-long Techo Funan Canal, which is scheduled to begin construction later this year, will connect the country’s capital Phnom Penh to the coastal province of Kep, lowing the cost of shipping goods between the capital and the country’s only deep-sea port at Sihanoukville and reducing its reliance on Vietnamese ports. China’s state-owned China Bridge and Road Corporation landed the deal to develop the canal during last year’s Belt and Road Forum in Beijing.

While the Cambodian government says that the project is intended to benefit the country’s economy by making it less dependent on its eastern neighbor — Prime Minister Hun Manet has described the project as a way of “breathing through our own nose” — the environmental and security implications of the project have drawn scrutiny, particularly next door in Vietnam.

As Sothearak Sok wrote for The Diplomat back in January, the project was likely discussed when Cambodian Prime Minister Hun Manet traveled to Vietnam late last year. During talks with Prime Minister Pham Minh Chinh, the latter expressed concerns that the project might negatively affect the ecology of the already-vulnerable Mekong River, especially the downstream water flow from Cambodia to Vietnam.

A long-running land dispute in Cambodia’s capital of Phnom Penh took another twist Tuesday when authorities posted a big sign saying that evicted residents have agreed to move to another location – even though most residents said that wasn’t true.

The dispute began nearly five years ago when former Prime Minister Hun Sen gave residential land near Tamok Lake to developers who plan to build a high-rise building.

Ever since, authorities have been trying to evict about 200 families from their homes in the Samrong Tbong community in the capital’s Prek Pnov district.

Land disputes are common in Cambodia and other Southeast Asian countries. Government officials routinely seize land for lucrative real estate ventures, leaving displaced local residents with little or no recourse.

Along with their fates so too are the fate, anguish and tragedy of ordinary Khmer lives being subjected to their whims, recklessness and engineered 'leadership' styles, from Sihanouk, Lon Nol and Pol Pot to Hun Sen as well as those of  genuine patriots and nationalists who happened to stand in their ways.
